ปรากฏการณ์ “แม่น้ำในชั้นบรรยากาศ” – วันที่ 5 ก.พ. เอพี รายงานสถานการณ์ภัยพิบัติใน รัฐแคลิฟอร์เนีย สหรัฐอเมริกา หลังเผชิญหน้ากับ “แม่น้ำในชั้นบรรยากาศ” (Atmospheric River) ปรากฏการณ์กระแสของไอน้ำที่ไหลเวียนและพัดพาความชุ่มชื้นไปด้วยจนเกิดพายุฝนรุนแรง ระลอกสองเมื่อวันอาทิตย์ที่ 4 ก.พ.

อิทธิพลของปรากฏการณ์ดังกล่าวก่อให้เกิดลมกระโชกแรงที่ความเร็วลมสูงสุด 128 กิโลเมตรต่อชั่วโมง ถนนหลายสายถูกท่วมมิด และประชาชนกว่า 845,000 คนประสบภัยไฟฟ้าดับ
นอกจากนี้ทางการท้องถิ่นยังประกาศเตือนภัยน้ำท่วมทางตอนใต้ของรัฐแคลิฟอร์เนีย พร้อมสั่งอพยพประชาชนจากพื้นที่หุบเขาซึ่งก่อนหน้านี้ถูกไฟป่าเผาวอดเพราะมีความเสี่ยงสูงที่จะเกิดน้ำป่าไหลบ่าพัดพาเอาดินโคลนและเศษซากเข้าท่วมชุมชน
