รายงานระบุว่ากรณีดังกล่าวเกิดขึ้นที่หาดโลซารีในจังหวัดสุลาเวสีใต้ เมื่อวันที่ 31 ต.ค. นักท่องเที่ยวคนหนึ่งตัดสินใจโทรศัพท์แจ้งความตำรวจว่าถูกวัยรุ่นชาย 2 คนเรียกเก็บค่าจอดรถ ทั้งที่เป็นหาดสาธารณะ หนำซ้ำยังข่มขู่หลังจากยืนกรานไม่ยอมจ่ายค่าจอดรถ

เจ้าหน้าที่ตำรวจจึงรุดมายังจุดเกิดเหตุและสอบสวนผู้ต้องสงสัยซึ่งให้การรับสารภาพว่าเดินเรียกเก็บเงินที่จอดรถจากคนที่มาเที่ยวพักผ่อนบริเวณหาดโลซารี พร้อมทั้งขอโทษนักท่องเที่ยวต่อหน้า จากนั้นเจ้าหน้าที่ลงโทษด้วยการใช้มีดโกนโกนขนคิ้วทั้งสองข้างของชายวัยรุ่นผู้ก่อเหตุทั้งสองคนจนเกลี้ยง
ร.ต.อ.อิมาน ฮัด ผู้กำกับการแผนกดูแลความสงบเรียบร้อยของสาธารณะ สถานีตำรวจเมืองคัซซาร์ เปิดเผยถึงเหตุผลที่ลงโทษด้วยการโกนขนคิ้วว่าเพราะต้องการให้วัยรุ่นคู่นี้หลาบจำ “การลงโทษขั้นเบาจะทำให้พวกเขาไม่ทำผิดซ้ำอีก” และว่าการเก็บค่าจอดรถบริเวณชายหาดถูกยกเลิกไปตั้งแต่ปี 2558 เพื่อช่วยกระตุ้นอุตสาหกรรมการท่องเที่ยว
