ความเคลื่อนไหวดังกล่าวเกิดขึ้นหลังจากนายริชาร์ด มาร์ลส์ รัฐมนตรีกระทรวงกลาโหมออสเตรเลีย กล่าวเมื่อวันเสาร์ที่ 22 ก.พ. ว่าจีนล้มเหลวในการแจ้งล่วงหน้าว่าจะซ้อมรบด้วยกระสุนจริงซึ่งตามหลักปฏิบัติจำเป็นต้องแจ้งฝ่ายที่เกี่ยวข้องก่อนการฝึกซ้อม 12-24 ชั่วโมง และการกระทำของจีนส่งผลกระทบให้เที่ยวบินจำนวนมากต้องเปลี่ยนเส้นทางการบิน
