ทบ.ปฏิเสธใช้ F-16 โจมตีพลเรือนกัมพูชา ย้ำใช้อากาศยาน เพราะแม่นยำ จำกัดเป้าหมายได้ แฉกัมพูชาตั้งปืนใหญ่ที่ชุมชน ใช้ประชาชนเป็นโล่
เมื่อเวลา 12.40 น. วันที่ 25 ก.ค. 2568 ที่กองบัญชาการกองทัพบก (บก.ทบ.) พล.ต.วินธัย สุวารี โฆษกกองทัพบก ชี้แจงกรณีสื่อกัมพูชากล่าวหาว่าไทยใช้อากาศยานโจมตีเป้าหมายพลเรือน ตามที่มีรายงานข่าวจากสื่อบางแห่งในประเทศกัมพูชา ระบุว่าประเทศไทยใช้เครื่องบินรบ F-16 ติดอาวุธโจมตีฐานทัพ และพื้นที่พลเรือนในฝั่งกัมพูชา
กองทัพบกขอปฏิเสธข้อกล่าวหาดังกล่าวโดยสิ้นเชิง และเห็นว่าเป็นข่าวบิดเบือน (Disinformation) ที่อาจถูกใช้เพื่อหวังผลต่อการรับรู้ในเวทีต่างประเทศ จึงขอชี้แจงข้อเท็จจริงตามลำดับดังนี้
1. ยืนยันฝ่ายไทยใช้ปฏิบัติการทางทหารดำเนินการต่อเป้าหมายทางทหารเป็นหลัก จำกัดวงอยู่เฉพาะเป้าหมายที่เป็นภัยคุกคามทางทหาร ดำเนินการอย่างระมัดระวัง ภายใต้หลักการป้องกันตนเองตามกฎหมายระหว่างประเทศ และ กฎหมายมนุษยธรรมระหว่างประเทศ (IHL)
2. มีข้อมูลด้านการข่าวระบุว่า ฝ่ายกัมพูชา พยายามตั้งจุดยิงอาวุธสนับสนุน เช่น ปืนใหญ่ และจรวด ใกล้พื้นที่ชุมชน เข้าข่ายเป็นการใช้ “ใช้พลเรือนเป็นโล่กำบัง” (Human Shields) ซึ่งขัดต่อหลักมนุษยธรรมอย่างร้ายแรง
3. ไทยหลีกเลี่ยงเป้าหมายที่อาจกระทบพลเรือน แม้จะมีสิทธิในการตอบโต้ตามหลักการป้องกันตนเอง แต่ฝ่ายไทยพยายามไม่ดำเนินการทางทหารต่อเป้าหมายที่ตั้งอยู่ในพื้นที่เสี่ยงต่อพลเรือน โดยไม่จำเป็น ทั้งนี้เพื่อแสดงออกถึงการให้ความสำคัญต่อมาตรฐานมนุษยธรรม
4. ทหารไทยยึดถือกติกาสากลอย่างต่อเนื่อง หากติดตามสถานการณ์มาโดยตลอด จะเห็นได้ชัดเจนว่า ฝ่ายไทยดำเนินการทุกขั้นตอนโดยยึดหลักกฎหมายระหว่างประเทศ กฎบัตรสหประชาชาติ และพันธกรณีด้านมนุษยธรรม
5. การปฏิบัติการทางทหารของกองทัพบกดำเนินการบนพื้นฐานของเหตุผลความจำเป็นเคร่งครัดในกรอบกติกา ผ่านการพิจารณารอบด้าน แม้ในยามถูกยั่วยุหรือถูกใส่ร้าย
6. การใช้อากาศยานเพื่อนำพาอาวุธไปสู่เป้าหมายทางทหาร มีความน่าเชื่อถือสูงในความแม่นยำ และมีประสิทธิภาพสูง ต่อการทำลายที่หมายในลักษณะแบบจำกัดวง ต่างจากอาวุธยิงสนับสนุนระยะไกลอื่นๆ ของฝ่ายกัมพูชา ซึ่งขาดความแม่นยำต่อเป้าหมายแบบเฉพาะจุด ที่ผ่านมาจึงเป็นเหตุให้เกิดข้อผิดพลาดร้ายแรง ส่งผลกระทบต่อพลเรือนที่ไม่เกี่ยวข้องในหลายพื้นที่
กองทัพไทยยืนหยัดในการป้องกันตนเอง ปกป้องประชาชน และผืนแผ่นดินไทยด้วยความสง่างามให้เป็นที่ยอมรับ ภายใต้หลักสากล
Case: Cambodian Media Allegations of Thai Aircraft Attacks on Civilian Targets
Following reports from certain Cambodian media outlets claiming that Thailand deployed F-16 fighter aircraft armed with weapons to attack military bases and civilian areas on the Cambodian side,
The Royal Thai Army categorically denies such allegations and considers them to be disinformation that may be intended to influence perceptions on the international stage and hereby clarify the facts as follows:
1.Thailand confirms that its military operations primarily target military objectives, limiting scope exclusively to targets that pose military threats. Operations are conducted with utmost caution under the principles of self-defense in accordance with international law and International Humanitarian Law (IHL).
2.Intelligence indicates that Cambodian forces have attempted to position fire support weapons, such as artillery and rockets, near community areas, constituting the use of “Human Shields,” which seriously violates humanitarian principles.
3.Thai forces avoid targets that may impact civilians. Despite having the right to retaliate under self-defense principles, Thai forces refrain from conducting military operations against targets located in areas where civilians are at risk unless absolutely necessary, thereby demonstrating commitment to humanitarian standards.
4.Thai military personnel continuously adhere to international norms. Those who have followed the situation throughout will observe that Thai forces conduct all procedures in accordance with international law, the United Nations Charter, and humanitarian obligations.
5.The Royal Thai Army’s military operations are conducted based on strict necessity within regulatory frameworks, through comprehensive consideration, even when provoked or falsely accused.
6.The use of aircraft to deliver weapons to military targets offers high reliability in precision and effectiveness for targeted destruction in a limited scope, unlike other long-range fire support weapons employed by Cambodian forces, which lack precision for point-specific targeting and have historically resulted in serious errors affecting uninvolved civilians in multiple areas.
The Royal Thai Army stands firm in self-defense, protecting Thai people and Thai territory with dignity and international acceptance, under universal principles.
