ฟิลิปปินส์ 3 หมื่นคนหนีตาย – วันที่ 16 ธ.ค. รอยเตอร์และ สเตรตส์ไทมส์ รายงานว่า ทางการท้องถิ่นจังหวัดซีลางังซามาร์ เขตซีลางังคาบีซายาอัน ของ ฟิลิปปินส์ เร่งอพยพประชาชนเกือบ 30,000 คน
หลังจากพายุ “ไต้ฝุ่นราอี” ที่ความรุนแรงระดับ 4 ความเร็วลมสูงสุด 165 กิโลเมตรต่อชั่วโมง และความเร็วลมกระโชกสูงถึง 205 กิโลเมตรต่อชั่วโมง เคลื่อนตัวพัดถล่มพื้นที่ตอนกลางและตอนใต้ของประเทศ

นายเบน เอวาร์โดน ผู้ว่าการจังหวัดซีลางังซามาร์ หนึ่งในพื้นที่ประสบภัยซูเปอร์ไต้ฝุ่นไห่เยี่ยนเมื่อปี 2556 เปิดเผยกับสถานีวิทยุว่า เจ้าหน้าที่ทำงานอย่างหนักในช่วง 2 วันที่ผ่านมาเพื่ออพยพประชาชนตามแนวชายฝั่ง รวมถึงเตรียมรับมือไต้ฝุ่นรายซึ่งอิทธิพลของพายุก่อให้เกิดฝนตกหนักต่อเนื่อง ลมแรง และเสี่ยงน้ำท่วมสูง
ขณะเดียวกันเที่ยวบินหลายสิบเที่ยวประกาศยกเลิกให้บริการแล้ว ส่วนหน่วยงานคมนาคมประกาศห้ามเดินทางทางทะเลและทางบกในเขตเสี่ยงภัยครอบคลุมตอนกลางและตอนใต้ของฟิลิปปินส์
