รายงานระบุอีกว่าเมื่อเผชิญการแข่งขันทางเศรษฐกิจโลกที่สูงขึ้น ทุกประเทศต่างพยายามบรรลุข้อได้เปรียบการแข่งขันผ่านทรัพยากรมนุษย์
เวียดนามจึงมองว่าการถือกำเนิดของพลเมืองคนที่ 100 ล้านเป็น “หมุดหมายที่น่าภาคภูมิใจ” ซึ่งเมื่อรวมกับนโยบายกระตุ้นการเติบโตทางเศรษฐกิจและการลงทุน จะมีส่วนช่วยยกระดับชื่อเสียงของเวียดนามในหมู่ประชาคมระหว่างประเทศ
