ที่ประชุม คณะกรรมการกลางพรรคคอมมิวนิสต์จีน (ซีซีพี) ประกาศในช่วงท้ายการประชุมนาน 4 วันว่าพล.อ.จางจะดำรงตำแหน่งรองประธานลำดับสองของซีเอ็มซี
ถือเป็นเจ้าหน้าที่ระดับสูงอันดับสามของหน่วยงานทหารสูงสุดของประเทศ ถัดจากพล.อ.จาง โหยวเซี่ย รองประธานลำดับหนึ่งของซีเอ็มซี และประธานาธิบดีสี จิ้นผิง ผู้นำจีน

นอกจากการแต่งตั้งแล้วคณะกรรมการกลางคอมมิวนิสต์จีนยังอนุมัติแผนห้าปีฉบับใหม่ซึ่งกำหนดลำดับความสำคัญโดยเน้นถึงการพึ่งพาตนเองทางวิทยาศาสตร์และเทคโนโลยี
เอกสารดังกล่าวยังเรียกร้องให้ยกระดับการเปลี่ยนผ่านสีเขียวหรือกระบวนการเปลี่ยนแปลงระบบเศรษฐกิจ-สังคมให้ยั่งยืนเป็นมิตรต่อสิ่งแวดล้อมมากขึ้น ปรับปรุงการป้องกันประเทศให้ทันสมัย รวมถึงกระตุ้นการบริโภคภายในประเทศเพื่อชดเชยรายได้จากการส่งออกที่สูญเสียไปในช่วงที่มีความไม่แน่นอนทางภูมิรัฐศาสตร์
